438 Amendments Flood H.R. 1 as House Prepares for High-Stakes Showdown Zion Patriot, July 1, 2025July 1, 2025 The drama surrounding H.R. 1—the “One, Big, Beautiful Bill” passed by the Senate with the $0 NFA tax stamp—has entered a new phase. As of today, 438 amendments have been filed in the House of Representatives, underscoring just how contentious this legislation has become. ✅ Only 14 amendments were filed by Republicans.✅ The overwhelming majority—more than 400—were filed by House Democrats. This lopsided tally shows just how determined Democrats are to rework or obstruct the Senate version before final passage. What’s in All These Amendments? Many of the Democratic amendments aim to: Reinsert provisions that were stripped out in the Senate, such as Medicaid expansion for non-citizens and climate-related spending. Introduce poison pill language designed to force Republicans into difficult votes or slow down the process. One amendment was to change the short name of the bill to “Nobody Wants this Act”. By contrast, Republican amendments are narrowly targeted—some clarifying language or striking outdated text, but only one fundamentally changing the structure of the bill to revise it to the original house version. 🎯 Firearm-Related Amendments to H.R.1 (as of July 1, 2025) 🔹 Amendment #4 Offered by: Rep. Andy Ogles (R-TN)Summary: Strikes the Senate version and replaces with the original House version sent to the senate. This would remove SBRs, SBSs and AOWs from the bill that were added in the house. The Parliamentarian would not rule any differently and neither Senator Thune and VP Vance have moved to override or replace the parliamentarian. 🔹 Amendment #437 Offered by: Rep. Thomas Massie (R-KY)Summary: Prohibits federal funds from being used to enforce any NFA restrictions on firearms classified as “short-barreled rifles” or “short-barreled shotguns.” In effect, this is a partial nullification of NFA enforcement. These are the only amendments in the 438 filed that directly deal with firearms, suppressors, or the NFA tax. If any of these are adopted, the bill will have to return to the Senate, reopening procedural challenges and the possibility of Parliamentarian objections. Why the GOP Wants a Clean Vote House GOP leadership and former President Trump have been pressing for an up-or-down vote on the Senate-passed bill. Here’s why: Passing the bill unchanged sends it straight to Trump’s desk, avoiding another round of procedural fights. Any amendments adopted in the House mean the bill must return to the Senate—reopening the door for the Parliamentarian to strike the $0 tax stamp or other 2A reforms. Senate Republicans declined to overrule the Parliamentarian on the first go-around, making it highly unlikely they’d suddenly change course if the bill bounces back. What Happens Next? The House Rules Committee will now decide which of the 438 amendments are “made in order” for debate. From there: ✅ The House can vote to pass the Senate bill as-is—sending it directly to the President.✅ Or, the House can adopt amendments—triggering more procedural delays and risking the loss of hard-fought Second Amendment victories. Why This Matters If the House simply passes the Senate bill, the $0 NFA tax stamp survives intact, and the fight shifts to implementation and legal challenges. If the House reopens the bill, everything is back on the table—including the possibility the Parliamentarian strikes the provision again. This is the critical moment when grassroots pressure counts. Potential Drama Brewing? Multiple House Republicans are expressing concerns they may “miss the vote” for the Big Beautiful Bill Wednesday, citing “travel delays.” The bill barely passed the house the first time around – several members of Congress are threatening to vote no, placing passing in jeopardy. Stay tuned—this is the final stretch. ✅ Contact your Representative and demand: NO new amendments. NO poison pills.
