House Rules Committee Passes Senate’s HR1 With No Changes Zion Patriot, July 2, 2025July 2, 2025 The battle over the One Big Beautiful Bill (OBBB) has entered a volatile phase. Last night, the House Rules Committee advanced the Senate-passed bill—including the $0 NFA tax stamp—but without Rep. Clyde’s amendment to repeal NFA registration in a 7-6 vote. While the Rules Committee vote was close, this clears the way for a floor vote in the coming days. 🔹 Key Facts: The House must now decide whether to pass the Senate bill unchanged. If the House amends it, the bill returns to the Senate, reopening all of the same procedural fights that nearly killed it the first time. President Trump is applying enormous pressure to pass the bill as is—and has expressed frustration that the Senate Parliamentarian struck major provisions during reconciliation. 👉 Trump was unhappy Senate Republicans failed to challenge the Parliamentarian’s rulings in Round one. 🔍 Hypothetical: Could Republicans Fire the Parliamentarian? What would happen if the Parliamentarian again blocks pro-2A amendments—such as Rep. Clyde’s #437, which would fully repeal NFA tax and registration for suppressors, SBRs, SBSs, and AOWs. Here’s the scenario: ✅ The Parliamentarian is not a constitutional office.✅ The Majority Leader (Sen. Thune) or the Senate President (Vice President Vance) could fire the Parliamentarian at any time.✅ If the position is left vacant, the Presiding Officer (Vice President Vance) would issue rulings on points of order.✅ Those rulings could be appealed, but a simple majority could uphold them—effectively bypassing the Parliamentarian entirely. In other words:Nothing in Senate rules prevents them from removing the Parliamentarian and proceeding without replacing the office before final passage. This maneuver—rare, but not unprecedented—would sidestep procedural blocks and allow the Senate to approve pro-gun amendments without risking another Byrd Rule objection. It’s Not Just The 2A Crowd That Is Not Happy The House Freedom Caucus has expressed their disapproval with the Senate Version, including the removal of the GOA-backed NFA Tax and Registration repeal by the Parliamentarian. They have posted a list of grievances with the Senate amendments. 🎯 Why This Matters Right now, the House holds all the cards. If the House passes the Senate bill unchanged: It goes straight to President Trump. The $0 NFA tax becomes law. Registration requirements remain intact (unless challenged later in court). If the House adopts any amendments—including Rep. Clyde’s #437—then: The bill must return to the Senate. The Parliamentarian will again rule on whether those changes violate reconciliation rules. Trump, Thune, and Vance could face an enormous decision: Accept the ruling, override it, or fire the Parliamentarian to break the logjam. With unprecedented political pressure from 2A groups, major conservative influencers, and grassroots voters demanding full repeal, this scenario is no longer theoretical. Republicans risk losing core Second Amendment voters if they fail to deliver meaningful reforms. 📣 Stay Tuned This is still fluid. A schedule for the floor vote has not been finalized, and key negotiations continue behind the scenes. If you care about repealing the NFA tax and rolling back unconstitutional gun restrictions, now is the moment to make your voice heard. ✅ Call your Representative: Demand a vote on pro-2A amendments. ✅ Call your Senators: Urge them to be prepared to challenge or override any Parliamentarian ruling that blocks NFA reform. 📞 Capitol Switchboard: (202) 224-3121 I’ll keep you updated on every development as it happens. UPDATE: It appears there are 10 Republican Holdouts on the bill currently, which is more than enough to hold it up and get amendments added. 2A News Gun Control HPA & Short Act in HR1 Politics
