✅ Rep. Andrew Clyde’s Amendment

Rep. Andrew Clyde, backed by Gun Owners of America, has introduced an amendment in the House Rules Committee to fully repeal the National Firearms Act (NFA) registration requirements for suppressors, short-barreled rifles, short-barreled shotguns, and AOWs—not just the $200 tax stamp.

If adopted, this amendment would:

  • ✅ Remove the tax on these items.
  • ✅ Remove the registration and licensing requirements.
  • ✅ Force the Senate to reconsider the entire package, potentially leading to a direct vote to overrule or fire the Parliamentarian.

This is the most aggressive effort yet to dismantle the NFA’s core restrictions.

✅ GOP Whip Tom Emmer Signals the Path Forward

GOP Whip Tom Emmer has indicated House leadership is planning to vote on the Senate-passed version as-is, without amendments, unless there is enough momentum to adopt Clyde’s language first.

“This bill is going to be voted on as is… It’s going to pass.”

If that happens:

✅ Rep. Andy Ogles Wants the Original House Text Restored

Separately, Congressman Andy Ogles has filed an amendment to delete the Senate version and replace it with the original House bill text, effectively restarting negotiations and delaying final passage.

Ogles said:

“I don’t work for the Senate Parliamentarian. I work for the PEOPLE.”

Why This Matters

Clyde’s amendment is the last serious opportunity to repeal the NFA’s registration—rather than just lowering the tax. But Trump, Emmer, and many Senate Republicans appear determined to move quickly to final passage, which could leave the registry intact.

This creates an unusual split:

  • House leaders want speed and certainty.
  • Grassroots 2A groups and some House conservatives want to finish the job and dismantle the NFA’s framework altogether.
